If the manufacturer of your device provided a plug-in for Premiere Pro then yes, you can use it with Premiere Pro. If the manufacturer's response is "What's a Premiere Pro", then no, you cannot use the device with Premiere Pro. In the same way that hardware manufacturers must write and provide drivers for their hardware to work with Micorosft Windows, hardware manufacturers have to provide plug-ins for their hardware to work with Premiere Pro. Note that you do not have to capture footage with Premiere Pro to edit that footage in Premiere Pro. If the hardware manufacturer provides capture software, feel free to use that for your capture needs and use Premiere Pro for your editing needs.
