Make sure that the default sound playback device is not some virtual sound device like Total Recorder or RealPlay (Control Panel > Sounds and Audio Devices, Audio tab). Premiere Pro requires that there be either a DirectSound compatible device or an ASIO compatible device. If PPro can't find an audio card it's because you've got something funky selected as the default audio device in Windows.
